Whoever is flashing Lineage OS is normally instructed to flash another zip of Google stack which might be Pico,Nano,Mega or some other zip which installs Google Play Services in it.
Google Play Services can directly access to the root of your phone. So, is your privacy intact ?

You can use the Lineage OS, even by skipping installation of Google stack. So, how do you install apps?
A better replacement to Play Store, we have F-Droid.
